Acquest assembled 15 parcels totaling 3+ acres in Buffalo's Central Business District and assembled a design team to develop a facility capable of providing space to a number of Federal tenants that were forced to seek new facilities because of the scheduled closing of Buffalo's Dulski Federal Building.

The genesis for the design of the facility began in the early 1990's and as such, much of the initial design specifications for the building hadn't included major energy efficient or green provisions.
